MINUTES <br />CITY COUNCIL <br />April 11, 1990 <br />The City Administrator reviewed the results of two <br />surveys to park residents which consisted of an initial <br />survey and a follow-up to those residents not <br />responding to the first survey. The results showed <br />that the overwhelming majority of the residents were <br />not in favor of paying additional rent to fund <br />construction of a storm shelter. The residents have <br />indicated that they would prefer to use other <br />facilities as a storm shelter option. <br />Collova asked if survey forms were signed so that the <br />City was sure that residents were not being surveyed <br />twice. <br />The Administrator replied that virtually all survey <br />forms were signed. <br />Blesener asked if the new fire station would be a <br />suitable storm shelter location, given that there is no <br />basement level proposed. <br />The Administrator replied that he was unsure at this <br />point, but would check the criteria. <br />Mr. Grammoe, ~1 Little Circle Drive, stated that he was <br />not willing to pay for a storm shelter within the park. <br />Grammoe reported that he has lived in the park for 20 <br />years and there has been no need for a storm shelter in <br />the park in all that time. <br />Scalze asked the residents of the park present this <br />evening for a show of hands if they were in favor of <br />using the fire hall or County garage as a storm <br />shelter. Of the four residents present, three <br />indicated that they would use the fire hall or County <br />garage. The other resident indicated that she would <br />stay in her mobilehome. <br />Denise Davis, 166 Big Circle Drive, reported that the <br />majority of the residents of the park do not want to <br />pay for an on-site storm shelter. Davis pointed out <br />that the shelter would hold a limited amount of people <br />and will take away the park's playground area. Davis <br />reported that she has lived in the park for seven years <br />and has not had the need for a storm shelter. <br />A young boy who resides in the park pointed out that <br />the playground gives children living in the park a safe <br />place to play other than the street. <br />Page 10 <br />
