MINUTES <br />CITY COUNCIL <br />April 11, 1990 <br />Mr. Blesener introduced the following ordinance and <br />moved its adoption: <br />ORDINANCE NO. 330 - AN ORDINANCE AMENDING SECTION <br />701.010, AND ADDING SECTION 701.025 OF THE MUNICIPAL <br />CODE OF THE CITY OF LITTLE CANADA, REGULATING TEMPORARY <br />ON-SALE LICENSES FOR NON-INTOXICATING MALT LIQUOR <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) Blesener, Scalze, Collova, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />Collova asked if the City should require proof of Dram <br />Shop insurance. <br />Scalze reported that it was her understanding that such <br />proof was not required under State-Law for on-sale <br />licenses for non-intoxicating malt liquor with limited <br />days of sale and revenues under a specified annual <br />amount. <br />The City Administrator reported that he is researching <br />this issue and once that research is completed if he <br />feels that ordinance changes are warranted, he will <br />bring in a recommendation to the Council. <br />Blesener reported that he has asked City staff to <br />research the issue of the City's request to the State <br />Legislature for two additional on-sale liquor licenses. <br />Blesener pointed out that the City now has the former <br />Dick & Mary's license, and there is a development <br />proposal for the prime commercial/industrial site <br />within the City. Therefore, Blesener thought it might <br />~ be appropriate to return the two additional liquor <br />licenses to the Legislature, rather than be faced with <br />problems down the line. <br />Scalze pointed out that the City requested these two <br />licenses as an economic development tool. Scalze also <br />pointed out that the Council had been working with the <br />Planner on an ordinance controlling these licenses. <br />Scalze stated that she hesitated to return these two <br />additional licenses and asked if there are other sites <br />within the City where they might be needed in the <br />future. <br />Blesener felt that having three on-sale licenses <br />available was overkill and that he would not be in <br />favor of issuing that many, given that the Country <br />Drive property is no longer available for a <br />hotel/restaurant site. <br />Page 12 <br />
