Collova <br />felt the improvement was a real benefit to the property <br />owners. <br />Scalze agreed that the shoulder improvement was more <br />than typical sealcoating. <br />It was the concensus of the Council that the exact <br />nature of the improvement be determined so that Council <br />can discuss at a future meeting whether or not the cost <br />of the improvement should be assessed. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-4-173 - APPROVING R~MSEY COUNTY <br />AGREEMENT N0. 90-17 FOR CONSTRUCTION OF PAVED ROAD <br />SHOULDERS ON COUNTY ROAD D FROM ARCADE STREET TO 0.35 <br />MILES EAST AND AUTHORIZING THE MAYOR AND CITY <br />ADMINISTRATOR TO SIGN THE AGREEMENT ON BEHALF OF THE <br />CITY <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Blesener, LaValle, Scalze, Collova. <br />Nays (0). <br />Resolution declared adopted. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-4-174 - APPROVING RAMSEY COUNTY <br />AGREEMENT N0. 90-18 FOR CONSTRUCTION OF PAVED ROAD <br />SHOULDERS ON LITTLE CANADA ROAD FROM TH 49 TO THE S00 <br />LINE RAILROAD AND AUTHORIZING THE MAYOR AND CITY <br />ADMINISTRATOR TO SIGN THE AGREEMENT ON BEHALF OF THE <br />CITY <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Blesener, LaValle, Scalze, Collova. <br />Nays (0). <br />Resolution declared adopted. <br />CONSTRUCTION The City Administrator reviewed his report dated April <br />MANAGEMENT 6, 1990 regarding the use of construction management <br />rather than a general contractor for the new fire <br />station project as well as the city center expansion. <br />Scalze asked if construction managers usually have <br />experience as general contractors. <br />Page 14 <br />
