The Administrator felt that the real cost savings would come in the planning phases since the construction manager will set up master budgets and cost analyses based on design alternatives with cost estimating done by outside contractors, Blesener asked if a construction manager will be able to schedule the various contractors. The Administrator replied that scheduling will be a key responsibility of the construction manager. The Administrator felt that use of a construction manager will save the City money and will ensure a quality project. The Administrator recommended that at this point he send out Requests for Proposals and he report back to the Council on the interest that is expressed. Bob DeBace reported on the development of the Blaine Sports Center which was handled by a construction manager and which seemed to work well. DeBace felt that difficulties arise in coordination of the various contractors, and this was a responsibility of the construction manager. Mr. Blesener introduced the following resolution and moved its adoption: RESOLUTION NO. 90-4-175 - AUTHORIZING THE CITY ADMINISTRATOR TO PREPARE AND SEND OUT REQUESTS FOR PROPOSALS TO CONSTRUCTION MANAGEMENT FIRMS FOR THE FIRE STATION AND CITY CENTER EXPANSION PROJECTS The foregoing resolution was duly seconded by Scalze. Ayes (4) Blesener, Scalze, Collova, LaValle. Nays (0). Resolution declared adopted. The Administrator reported that he will submit the responses to the RFP to the City Council for their consideration. COMPOSTING The Council reviewed the reports of the City Administrator and Public Works Superintendent regarding location of a composting site within the City which include the recommendation that establishment of such a site not be pursued. The Administrator stated that if the Council wishes to pursue the issue, it should take a hard look at what is involved from a cost standpoint. PAGE 16
