MINUTES <br />CITY COUNCIL <br />April 11, 1990 <br />difficulties in obtaining such a status. The <br />Administrator felt that the real cost savings would <br />come in the planning phases since the construction <br />manager will set up master budgets and cost analyses <br />based on design alternatives with cost estimating done <br />by outside contractors, <br />Blesener asked if a construction manager will be able <br />to schedule the various contractors. <br />The Administrator replied that scheduling will be a key <br />responsibility of the construction manager. The <br />Administrator felt that use of a construction manager <br />will save the City money and will ensure a quality <br />project. The Administrator recommended that at this <br />point he send out Requests for Proposals and he report <br />back to the Council on the interest that is expressed. <br />Bob DeBace reported on the development of the Blaine <br />Sports Center which was handled by a construction <br />manager and which seemed to work well. DeBace felt <br />that difficulties arise in coordination of the various <br />contractors, and this was a responsibility of the <br />construction manager. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-4-175 - AUTHORIZING THE CITY <br />ADMINISTRATOR TO PREPARE AND SEND OUT REQUESTS FOR <br />PROPOSALS TO CONSTRUCTION MANAGEMENT FIRMS FOR THE FIRE <br />STATION AND CITY CENTER EXPANSION PROJECTS <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) Blesener, Scalze, Collova, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />The Administrator reported that he will submit the <br />responses to the RFP to the City Council for their <br />consideration. <br />COMPOSTING The Council reviewed the reports of the City <br />Administrator and Public Works Superintendent regarding <br />location of a composting site within the City which <br />include the recommendation that establishment of such a <br />site not be pursued. <br />The Administrator stated that if the Council wishes to <br />pursue the issue, it should take a hard look at what is <br />involved from a cost standpoint. <br />PAGE 16 <br />
