MINUTES <br />CITY COUNCIL <br />April 11, 1990 <br />Scalze pointed out that the County has only four <br />composting sites which are open during the summer, <br />noting that there is not a compost site convenient to <br />the northeast quadrant of the County. Scalze suggested <br />that a letter be sent to the County asking for a site <br />that would cover the northeast quadrant more adequately <br />than what is being proposed. <br />Blesener pointed out that there are no available sites <br />within Little Canada that will not effect surface <br />water. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 90-4-176 - ACCEPTING THE RECOMMENDATION <br />OF CITY STAFF REGARDING THE LACK OF ADEQUATE SITES <br />WITHIN THE CITY TO DEVELOP AS A COMPOST SITE AND <br />INSTRUCTING THE CITY ADMINISTRATOR TO CONTACT RAMSEY <br />COUNTY REQUESTING THAT THE MAPLEWOOD COMPOST SITE BE <br />OPENED DURING THE SUMMER TO PROVIDE A CONVENIENT <br />COMPOSTING LOCATION FOR THE NORTHEAST QUADRANT OF THE <br />COUNTY <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (4) Scalze, Blesener, Collova, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />Blesener suggested that information on backyard <br />composting be included in the City's newsletter. <br />Blesener pointed out that the City of St. Paul is <br />discussing adoption of an ordinance controlling compost <br />piles. <br />Scalze suggested that the City address this subject if <br />it becomes a problem. <br />Blesener pointed out some of the problems that can <br />occur with backyard composting such as odor. Blesener <br />also pointed out the State Law which says that yard <br />waste cannot go into garbage. <br />Scalze suggested that City staff obtain model <br />ordinances for the Council to review. <br />LIGHT RAIL The Council noted that Gene DeLonais has expressed an <br />TRANSIT interest in serving as one of the City's <br />COMMITTEE representatives to the Northeast Corridor Light Rail <br />Page 17 <br />
