MINUTES <br />CITY COUNCIL <br />APRIL 25, 1990 <br />was excessive when a very heavily wooded property was <br />being developed. <br />Fahey felt that Item 11 should be removed from the <br />ordinance, pointinq out that the City does not have a <br />lot of undeveloped land. Fahey also questioned the <br />need for irrigation of landscape islands pointing out <br />that the developer would be required to replace any <br />landscaping that died. Fahey also questioned the 20 <br />landscaping requirement. <br />Arnie Esterbrooks, Gonyea Company, reported that his <br />firm does a lot of single-family developing and <br />believes that landscaping ordinances are good. <br />However, believed the proposed ordinance's tree <br />replacement requirements were unrealistic if the given <br />piece of property was heavily wooded. Esterbrooks <br />sugqested that a tree replacement policy which limits <br />tree replacement to 10 trees per acre would be more <br />feasible. <br />Scalze pointed out that the proposed ordinance does not <br />apply to single-family development. However, Scalze <br />agreed that the tree replacement proposal would cause <br />problems when a particular piece of property was <br />heavily woodede <br />Fahey suggested that some sort of cap be placed on the <br />amount of tree replacement. Fahey suggested that the <br />City Planner determine what other cities are doing. <br />The City Planner stated that there must be an incentive <br />for a developer to try to save existing trees. <br />Blesener pointed out that the proposed ordinance does <br />not address single-family development. <br />Fahey suggested that the City Planner survey other <br />cities on the issues of tree replacement, the 2% <br />landscaping requirement, irrigated islands, requirement <br />of landscape architect, etc. and that this matter be <br />discussed at the May 23rd Council meeting. <br />VALENTO LANE Mr. Blesener introduced the following resolution and <br />TIF DISTRICT moved its adoption: <br />RESOLUTION NO. 90-4-219 - CALLING A PUBLIC HEARING ON <br />THE PROPOSED ENLARGEMENT BY THE CITY OF LITTLE CANADA <br />OF THUNDER BAY DEVELOPMENT DISTRICT AND THE PROPOSED <br />Page 24 <br />
