MINUTES <br />CITY COUNCIL <br />APRIL 25, 1990 <br />out that concerned property owners in the area are <br />planning to attend the Planning Commission meeting at <br />which this issue will be discussed. <br />The City Engineer reported that he has not yet had an <br />opportunity to study the effect of the operation on the <br />surrounding properties. <br />It was the concensus of the Council to postpone the <br />Planning Commission's review of this matter until their <br />June meeting in order to give the City Engineer an <br />opportunity to study the situation. Council also felt <br />that the hauling in of recycling material should be <br />ceased until the matter is resolved. <br />Collova indicated that he was not in favor of <br />restricting additional materials to the site. <br />Fahey pointed out that the operation is being conducted <br />without a permit and felt that additional product <br />should not be brought in until the matter is resolved. <br />Fahey stated that the Building Inspector should police <br />the operation to make sure additional product is not <br />being brought in. <br />Blesener also pointed out the dust problem as well as <br />the discussion at the Planning Commission meeting where <br />Mr. Frattalone indicated that he did not wish to comply <br />with the 40-foot setback requirements recommended by <br />the Planner. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-4-222 - INSTRUCTING THE CITY <br />ADMINISTRATOR TO SEND A LETTER TO FRANK FRATTALONE <br />REQUESTING NO MORE FILL OR CRUSHED MATERIALS BE BROUGHT <br />INTO HIS RECYCLING SITE UNTIL THE ISSUE OF OPERATION OF <br />THE SITE HAS BEEN RESOLVED <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (3) Blesener, Scalze, Fahey. <br />Nays (2) Collova, LaValle. <br />Resolution declared adopted. <br />CODE Council reviewed the correspondence received from the <br />ENFORCEMENT Building Inspector on the issue of code enforcement. <br />Scalze indicated that Council discussion centered on <br />Page 27 <br />
