MINUTES <br />CITY COUNCIL <br />APRIL 25, 1990 <br />the fact that code enforcement should no longer be <br />conducted on a complaint basis. <br />LaValle reported that he recently drove through the <br />Ryan Industrial Park area and was very concerned about <br />the condition of the park feeling that it looked like a <br />salvage yard. <br />Council also discussed the fact that the City Attorney <br />has indicated that there is an abatement provision in <br />the City's ordinance which can be used to address code <br />violations where the property owner is not cooperating. <br />Fahey requested that the City Administrator give the <br />Building Inspector a clear understanding of what the <br />Council expects in this area which is firm, but fair <br />and deliberate action in getting code violations <br />cleaned up. Fahey indicated that part of the Building <br />Inspector~s performance evaluation will be based on his <br />performance in this area, <br />LaValle asked if the Building Inspector is conducting <br />on-going fire inspections, <br />Council asked for a report from the Building Inspector <br />on his progress in the area of fire inspections, <br />including follow-up. <br />MCMENEMY & Collova reported that a building permit is being held <br />DEMONT up due to the need for an engineered design of drainage <br />DRAINAGE for a lot on McMenemy and Demont. Collova asked if a <br />storm sewer pipe needs to be installed adjacent to this <br />lot, who will have to pay for the pipe. <br />The City Engineer reported that the City needs to find <br />out from the developer how he plans to address <br />drainage. The Engineer reported that if the developer <br />plans to fill in a drainage-way, a storm sewer will be <br />needed. The Engineer reported that if there is a <br />natural drainage-way on the site, drainage has a right <br />to continue to flow as it always has, and the City <br />would be concerned that the developer not fill in that <br />drainage-way. <br />CONSTRUCTION The Council suggested that the Fire Chief be contacted <br />MANAGEMENT to determine if he is interested in being involved in <br />the review of construction management proposals. <br />Page 28 <br />
