MINUTES <br />CITY COUNCIL <br />APRIL 25, 1990 <br />Meath invited the Council to look at Lake Square Senior <br />Apartments in White Bear, reporting that these units <br />are Section 8 subsidized and are exactly what Little <br />Canada needs. Meath also reported on seniors~ need for <br />garages. <br />Meath reported that the rents at Garden Terrace <br />Apartments are $495 per month, and after subsidies, <br />residents pay from $44 per month up to $305 per month, <br />Meath pointed out, therefore, that it is possible to <br />build affordable senior housing with rents at $495 per <br />month and not the $600 to $700 per month quoted by <br />developers. <br />Meath also reported that if a person has a dire need, <br />it is possible to get them into subsidized housing <br />almost immediately. <br />Meath estimated that there was a need in Little Canada <br />for about 5o additional senior units. <br />Fahey reported that it is distressing to see that the <br />majority of residents in the Garden Terrace Apartments <br />are not from Little Canada. <br />Blesener asked if Meath felt that an apartment complex <br />was a better option for seniors that what was <br />previously submitted to the Council as The Cottages. <br />Meath stated that she did since an apartment complex <br />provided more of a community for the seniors. <br />Fahey instructed staff to invite Meath to attend any <br />future Council meetings at which the issue of senior <br />housing is scheduled for discussion. <br />FINAL PLAT Fahey noted the request of Ronald Palmen for final <br />MID OAKS plat approval for Mid Oaks Addition. The Planning <br />ADDITION Commission has recommended approval. It was pointed <br />out that this final plat was previously approved by the <br />City Council, however, approval lapsed since the plat <br />was not recorded with the County within the required <br />time limit. <br />Scalze asked if the issue of drainage easements has <br />been resolved. <br />Mr. Palmen informed Council that the issue of drainage <br />easements has been addressed. The only issue pending <br />is the engineering of watermain improvement. <br />Page 5 <br />
