MINUTES <br />CITY COUNCIL <br />APRIL 25, 1990 <br />Nash felt the property should be rezoned to R-1. <br />Blesener did not feel the site was a good R-1 siteo <br />Collova agreed, pointing out that it would be very <br />difficult to develop the site as R-1. <br />Scalze pointed out that the property was originally <br />zoned R-3 and the City Council downzoned it to R-2. <br />Scalze did not feel the proposal for duplexes was a bad <br />one considering what could have developed on the site. <br />Fahey pointed out that the Council did not downzone the <br />site to R-1 because there was some confusion in the Law <br />as to whether or not the City would have to pay damages <br />for such a downzoning. Fahey asked the City Planner <br />his recommendation from a planning perspective if R-1 <br />or R-2 development would be the best use for this site. <br />The City Planner referred to his report from 1988 <br />addressing this subject, pointing out that he believes <br />R-2 is the best zoning for the property given the <br />traffic concerns in the area, the fact that the site is <br />bordered by street on three sides, one being a major <br />collector, and one a minor collector. The Planner did <br />not believe the site suitable for R-1 development. <br />There were no further comments from the general public. <br />Upon motion by LaValle, seconded by Blesener, the <br />public hearing was closed. <br />Scalze asked if there would be enough parking space on <br />the property so that people are not parking on the <br />streets similar to the situation on Ruth Street. <br />Mrs. Nash requested that Old County Road C be posted as <br />no parking. <br />Seibel reported that the lease agreement he will have <br />with tenants indicates that no on-street parking will <br />be allowed. <br />Fahey stated that given the history of the property, he <br />has no basis to vote against the proposal. <br />Scalze again pointed out that the present proposal for <br />development of the site is the best one the City has <br />seen thus far. Scalze also pointed out that the park <br />charge for the duplexes would be $300 per unit. <br />Page 9 <br />
