MINUTES <br />CITY COUNCIL <br />May 9, 1990 <br />Frattalone requested that he not be limited to only <br />those materials for which he is under contract. <br />Fahey pointed out that the a final decision will, most <br />likely, be made on the issue at the second Council <br />meeting in June. Fahey stated that he was not sure the <br />City should allow more materials to be brought into the <br />site, other than those under contract, pending the <br />final decision. <br />Frattalone asked if hauling restrictions would apply to <br />other businesses in the area, pointing out that Knox <br />and Levitz have trucks coming in and out all day. <br />Fahey pointed out that these businesses are not hauling <br />in dirt and gravel. <br />Fahey asked if the concrete being hauled in caused more <br />dust than the blacktop. <br />Frattalone replied that the dust is from the truck <br />traffic in and out of the site and indicated that the <br />recycling process itself was not dusty. Frattalone <br />outlined his plans for controlling dust which included <br />paving the area in and out of the site and running a <br />hose on the crusher. <br />Fahey suggested that City staff contact the cities of <br />North St. Paul and St. Paul to determine if they have <br />had any problems with their recyclinq operations. <br />Fahey asked that this information be given to the <br />Planning Commission and City Council. <br />Scalze asked if Frattalone signed contracts for removal <br />of materials after his permit had expired. <br />Frattalone reported that he does have a permit to fill, <br />but it was his demolition permit which expired. <br />Frattalone stated that he thought the worse case would <br />be that he would only be allowed to continue the <br />recycling operation for a couple of years. Frattalone <br />stated that he thought the City would work with him to <br />get the property settled so that it can be developed. <br />Fahey suggested that the City Administrator send a <br />letter to the residents of the trailer park and the <br />business owners in the area advising them that a public <br />hearing will be held on the issue of the Frattalone <br />recycling operation and requesting their input into the <br />matter. Fahey stated that he wants to know the <br />experience of the people in the area with noise and <br />Page 11 <br />
