MINUTES
CITY COUNCIL
May 9, 1990
dust from the operation. Fahey suggested that the
properties along Country Drive, Ryan Drive and over to
South Owasso Blvd. should be notified.
Scalze suggested that these people should be asked
whether or not the Code should be changed to make such
recycling operations a permitted use.
Blesener stated that the City will have to balance the
fact that the trailer park property is zoned
industrial.
Frattalone asked that the Council observe his
operation for the next month.
Blesener suggested that Frattalone work with the City
Planner to try to address the concerns that have been
raised.
Frattalone also requested that when the City gets
complaints about his operation, that he be notified and
he will make sure they are resolved immediately.
Collova believed it would be difficult to police the
operation to ensure that Frattalone was only bringing
in materials for which he is under contract. Collova
suggested that the Council consider at a minimum
allowing the operation to continue for the season.
Fahey pointed out that the City Engineer can calculate
how much material is on the site presently and keep an
eye on how much additional is being brought in.
Frattalone pointed out that he needs to have a large
amount of material stockpiled to make it economically
feasible to crush.
Scalze was concerned that if the operation was not
limited to the existing contracted material, Frattalone
would be able to enter into additional contracts.
Frattalone pointed out that if he is not allowed to
continue his operation in Little Canada, he will need
time to obtain and permit another site. Frattalone
also pointed out that he will need time to finish the
process that has been begun at his current site.
Mr. Fahey introduced the following resolution and moved
its adoption:
Page 12
