MINUTES <br />CITY COUNCIL <br />May 9, 1990 <br />traffic would not increase at this time if the permit <br />were approved, the Council must consider that if 14 <br />children are permitted at the day care center, there <br />could be an increase in traffic in the future. <br />Blesener reported that he had two concerns, the first <br />being traffic and traffic speeds on the cul-de-sac <br />street. Blesener stated that people using the day care <br />center expect to have a safe neighborhood and should <br />respect the rest of the neighborhood and drive <br />carefully. Blesener's second concern was that <br />Hennessey was not working in the day care center for a <br />period of time. <br />Hennessey reported that she and another individual are <br />listed on the day care license and one of them is at <br />the center at all times. Hennessey reported that she <br />usually works from 6:30 A.M. until 12:30 P.M., and the <br />other licensee does the afternoon shift. However, <br />Hennessey reported that there are always two care <br />providers present, and one of those providers must be <br />one of the individuals listed on the license. <br />Hennessey reported that after the Planning Commission <br />meeting last week, she met with the parents using her <br />center and told them the concerns the neighbors have <br />and asked that they respect driveways and lower traffic <br />speeds. Aennessey reported that these parents were <br />informed that if they did not comply with these <br />requests, they would be asked to leave the day care. <br />There was no one present from the general public <br />wishing to comment on this matter. <br />Upon motion by Blesener, seconded by LaValle, the <br />public hearing was closed. <br />Fahey pointed out that whatever action is taken in this <br />instance will set a precedent for future requests. <br />Fahey asked at what number the Council felt day care <br />occupancy should be cut off. <br />Hennessey reported that the County will license for up <br />to 14 children in a group day care center, while 14 is <br />the minimum that the State will license a day care <br />center for. Hennessey reported that she is asking for <br />14 so that she can obtain a State license. <br />Scalze asked if, under State Law, the City could not <br />Page 3 <br />
