MINUTES <br />CITY COUNCIL <br />May 9, 1990 <br />Scalze pointed out that the operation is not a <br />permitted use and the question is whether or not the <br />City wants to make it a permitted use. <br />Frattalone asked that the City do their part for <br />recycling by allowing this use. <br />Scalze pointed out that auto salvage yards could make <br />the same argument, and the City has removed that use <br />from its Code. <br />Blesener asked how many trucks Frattalone anticipated <br />to the recycling center per day. <br />Frattalone replied that sometimes there could be as few <br />as 5 trucks to the center per day, and other times <br />there could be 75 trucks per day. <br />Scalze asked where Frattalone could take this material <br />if not to his Little Canada site. <br />Frattalone replied that he only stopped hauling to his <br />site early this week. However, Schifsky's and Ashbach <br />Construction also operate similar sites. <br />Fahey questioned whether the City wanted such an <br />operation, and asked if St. Paul would permit such an <br />operation if it were asked to do so today. <br />Frattalone pointed out that the City has not provided <br />him with utilities to his property and also pointed out <br />the condition of Ryan Drive. Frattalone stated that he <br />already has indicated that if Ryan Drive were to be <br />upgraded, he would accept his portion of the assessment <br />for the improvement. Frattalone stated that he is <br />taking a swamp area and trying to make a developable <br />piece of property. Frattalone also pointed out that he <br />had to move dirt up against Ryan Drive to keep it from <br />sliding into his property. Frattalone stated that his <br />property will be ready to develop within the next 10 to <br />20 years, after it has settled. Frattalone also <br />pointed out the drainage project that the Watershed is <br />planning for the area, and the fact that he needs to <br />put a key-way through his property as part of this <br />project. <br />Fahey stated that the Council must look at the <br />long-range. Fahey was concerned about the dust problem <br />for the area. Fahey was also concerned that this is <br />not the high-quality industrial use that the City is <br />trying to promote. Fahey stated that there are other <br />uses for the site that will fit within the ordinance. <br />Page 9 <br />
