MINUTES <br />WORKSHOP MEETING <br />May 9, 1990 <br />Collova pointed out that the property could not have <br />developed as it did had it been separate parcels. <br />LaValle felt that the Rice At C Center was a vast <br />improvement over the previous use of the property. <br />LaValle also pointed out the developer's willingness to <br />work with the City to develop a problem piece of R-1 <br />property located to the east. LaValle pointed out that <br />other cities would allow the signage being requested by <br />the developer. <br />Blesener stated that other cities allow one pylon per <br />shopping center, and one additional pylon if a shopping <br />center has two road frontages and another pylon for a <br />business located on an outlot. <br />Scalze pointed out that the Rapid Oil building is not <br />located on an outlot. <br />Fahey pointed out that redevelopment along Rice Street <br />may be more difficult given the Legislature's recent <br />changes in Tax Increment Financing. Fahey requested <br />that the Planning Commission be given copies of the TIF <br />information included in this evening's Council agendas. <br />Fahey noted that one of the changes is that a developer <br />will have to show how many new jobs are being produced <br />in the State by the particular TIF project. <br />Costa sugqested that the EMC project may have gone <br />forward had the owner come down on the price of the <br />land. <br />Fahey reported on the concern expressed by some of the <br />businesses in the area of the Frattalone bituminous <br />recycling operation. Fahey reported that the City has <br />put a hold on additional materials coming in until the <br />cause of the damage can be identified. Fahey felt that <br />the City needed to ask the residents of the trailer <br />court and businesses in the area if the recycling <br />operation is disturbing to them. <br />DeLonais suggested that a workshop of the City Council <br />and Planning Commission was needed to discuss Ryan <br />Industrial Park. DeLonais felt that the City had to <br />work with the businesses in the Park to get the area <br />cleaned up. <br />Fahey reported that the Planner and Building Inspector <br />had been working with the businesses in Ryan Industrial <br />Park to gradually get them back into compliance. <br />Page 5 <br />
