MINUTES <br />CITY COUNCIL <br />May 23, 1990 <br />and the Iona Lane residents abutting this land had the <br />option of purchasing the property. <br />Osland replied that the owner had been asking too much <br />money for the property. <br />Gregory asked if the property will be sodded, pointing <br />out a dust problem. <br />Fahey replied that Code requires the property to be <br />sodded or seeded within a certain time period. <br />Gerald Sullivan, attorney representing Mr. Osland, <br />asked about the relocation of the street within the <br />Centre Place plat, reporting that Mr. Osland was of the <br />impression that the street would border his property. <br />Blesener replied that the portion of the street running <br />east and west never changed location, however, the <br />portion of the street providing access from County Road <br />C did move further west than was originally proposed. <br />Osland stated that he never received notification of <br />the change in the final plat. <br />Fahey pointed out that the purpose of tonight's <br />discussion is to find out where the City Engineer is on <br />the issue of the regrading, not to rehash the entire <br />history of the project. Fahey pointed out that notices <br />of the various public hearings for this project were. <br />sent to the surrounding property owners. <br />Sullivan pointed out that prior to the development <br />commencing, there was a certain topography and natural <br />drainage pattern that existed on the property. A <br />certain amount of run-off occurred from this property <br />onto the Iona Lane properties. This occurred when the <br />Centre Place property was flat, now that there is a <br />hill, Sullivan was concerned that the velocity of <br />run-off would increase. Sullivan asked how the <br />regrading will effect the drainage. <br />The City Engineer pointed out that currently the <br />property is rough-graded and no storm sewer has been <br />installed. The Engineer pointed out that runroff on <br />the site will be directed to a storm sewer catch basin <br />at the northeast corner of the site. There will be a <br />swale leading to the catch basin so that run-off will <br />not flow onto private property. <br />The Engineer pointed out that the grading plans are <br />Page 10 <br />
