MINUTES <br />CITY COUNCIL <br />May 23, 1990 <br />the project will significantly lessen the impact on <br />adjacent property owners. <br />The Administrator estimated that regrading costs will <br />be in the $5,000 to $7,500 range. <br />Fahey stated that he felt the adjacent property owners <br />have raised legitimate concerns, and he would like to <br />see grades lowered closer to 4 feet. <br />Blesener pointed out that lowering the grades will <br />benefit the properties to the south as well. <br />Norm Osland, Iona Lane resident, was concerned about <br />the City's picking up the cost of the regrading rather <br />than the developer. Osland expressed dissatisfaction <br />with the way the developer has handled the project <br />which has resulted in a 9-foot high wall behind his <br />home. Osland also reported that he does not have a <br />copy of the Centre Place final plat which he claimed <br />the City Engineer promised to furnish him. <br />Fahey pointed out that the City approved the grading <br />plan for Centre Place which gave the developer the <br />ability to relocate the soil. Fahey pointed out that <br />the City is now attempting to correct the situation. <br />Collova pointed out that the responsibility for reading <br />grading plans is that of the City Engineer. Collova <br />pointed out that the Centre Place development came at <br />an interim period when the City was searching for a new <br />City Engineer. <br />Mr. Gregory, Iona Lane resident, reported that he had a <br />large oak tree at the edge of the Centre Place <br />grading. That tree has died, and Gregory thouqht this <br />was a result of the grading. Gregory was also <br />concerned about the steepness of the property behind <br />his, feeling that it will be difficult for the <br />homeowner to maintain. <br />Scalze suggested that some of the dirt removed behind <br />the Osland property should be moved behind the Gregory <br />property. <br />Osland reported that he had maintained the property <br />behind his for 30 years and that it was a beautiful <br />flat piece of property. <br />Collova pointed out that the property had been for sale <br />Page 9 <br />
