MINUTES CITY COUNCIL May 23, 1990 the project will significantly lessen the impact on adjacent property owners. The Administrator estimated that regrading costs will be in the $5,000 to $7,500 range. Fahey stated that he felt the adjacent property owners have raised legitimate concerns, and he would like to see grades lowered closer to 4 feet. Blesener pointed out that lowering the grades will benefit the properties to the south as well. Norm Osland, Iona Lane resident, was concerned about the City's picking up the cost of the regrading rather than the developer. Osland expressed dissatisfaction with the way the developer has handled the project which has resulted in a 9-foot high wall behind his home. Osland also reported that he does not have a copy of the Centre Place final plat which he claimed the City Engineer promised to furnish him. Fahey pointed out that the City approved the grading plan for Centre Place which gave the developer the ability to relocate the soil. Fahey pointed out that the City is now attempting to correct the situation. Collova pointed out that the responsibility for reading grading plans is that of the City Engineer. Collova pointed out that the Centre Place development came at an interim period when the City was searching for a new City Engineer. Mr. Gregory, Iona Lane resident, reported that he had a large oak tree at the edge of the Centre Place grading. That tree has died, and Gregory thouqht this was a result of the grading. Gregory was also concerned about the steepness of the property behind his, feeling that it will be difficult for the homeowner to maintain. Scalze suggested that some of the dirt removed behind the Osland property should be moved behind the Gregory property. Osland reported that he had maintained the property behind his for 30 years and that it was a beautiful flat piece of property. Collova pointed out that the property had been for sale Page 9
