MINUTES <br />CITY COUNCIL <br />May 23, 1990 <br />storage buildings to 30% of the principle structure, <br />however, allow the expansion of separate storage <br />buildings up to 100% of the size of the principle <br />structure if the buildinqs comply with the Appendix E <br />requirements. <br />Scalze felt that rather than allow additional accessory <br />buildings to be constructed, the City should require <br />the expansion of existing principle buildings. Scalze <br />questioned whether accessory buildings were good <br />additions to the City, especially when there is plenty <br />of room for the expansion of a principle structure. <br />Blesener suggested that the proposed text amendment may <br />open a can of worms in the Ryan Industrial Park. <br />Collova pointed out that this is the reason that <br />variances are appropriate in some instances. <br />Fahey felt that rather than consider variances, it was <br />better to have an Ordinance that can be complied with. <br />Fahey pointed out that in order to approve an ordinance <br />text amendment, it takes four affirmative votes of the <br />Council, and it appears that this proposal did not have <br />the required support. Therefore, Fahey instructed <br />staff to inform Fuel Economy that there will be no <br />change in the City's existing ordinances at this time. <br />DEMONT & Collova reported that Frank Kath was the previous owner <br />MCMENEMY of the property at the corner of Demont and McMenemy <br />DRAINAGE Road. Mr. Kath has asked him to inform the Council <br />that when McMenemy Road was expanded towards the west, <br />and sewer and water was constructed, the ditch was <br />moved closer toward his property. Also, when the <br />County was digging out the ditch area, a portion of the <br />drainage area was moved so that it now crosses private <br />property. <br />The City Engineer reported that the Building Inspector <br />is working on this matter and the property owners have <br />been requested to submit a plan addressing the drainage <br />easement. There is currently a drainage ditch through <br />the property, and with a plat submittal, the property <br />owner must address this drainage ditch. <br />Fahey noted that the City will want a drainage easement <br />before an occupancy permit is issued. <br />Page 18 <br />
