MINUTES <br />CITY COUNCIL <br />May 23, 1990 <br />should the Haram property burn down, under the R-1 <br />zoning, the businesses would not be allowed to rebuild. <br />Fahey felt that retaining the R-1 zoning would put the <br />interests of the residential area above good planning. <br />Blesener pointed out that a B-3 zoning is being <br />requested by the Haram's. However, the Planning <br />Commission is recommending B-1 zoning which is not as <br />intense, yet would allow the existing businesses to <br />remain. <br />Mr. Haram reported that there are no plans to locate a <br />convenience store on the property and suggested that <br />this use be removed from those that would be allowed. <br />Council discussed how this could be done and the City <br />Planner suggested that a text amendment be prepared <br />making convenience stores a conditional use in a B-1 <br />area. The Planner indicated that the City has no other <br />areas that are zoned B-1. <br />Mr. Gregory reported that there is a problem with <br />temporary advertising siqns at the Haram property. <br />Gloria Bjorklund, Iona Lane resident, agreed, reporting <br />a problem with the cord for the sign running across the <br />property as well as the amount of time the sign is <br />being displayed exceeds the City's ordinance <br />restrictions. <br />The City Administrator reported that the permit for the <br />temporary sign has expired and that he tried to contact <br />the business that the sign is advertising, however, his <br />call was not returned. The Administrator reported that <br />he will follow up on the matter. <br />Osland reported that for the past several years there <br />has been a problem with the way snow is being plowed at <br />the Haram property. <br />Mr. Haram reported that he received one call in the <br />past several years about snow plowing, and in response <br />to that complaint, he had the snow removed. Other than <br />that call, Haram indicated that he has not been aware <br />of a problem. <br />Gregory reported that there is the need to complain <br />about the snow plowing at least once every year. <br />Gregory was also concerned with cars parking in the lot <br />during church services on Sundays since these cars <br />block visibility to Rice Street. <br />Page 5 <br />
