MINUTES <br />CITY COUNCIL <br />JUNE 12, 1990 <br />The Administrator pointed out that other cities in the <br />County with their own police forces have <br />expressed concern that their costs per capita are <br />higher than what those cities contracting with the <br />Sheriff's Department are paying. (White Bear Lake <br />versus Shoreview, for example.) <br />LaValle did not feel this was a fair comparison <br />pointing out the greater amount of service being <br />provided in White Bear Lake. <br />The Administrator acknowledged the differences in <br />service level and also pointed out that service by the <br />Sheriff's Department is not being questioned. However, <br />the City needs to look at the matter from a cost <br />control aspect. Cities have limited revenues to work <br />with and cannot absorb major increases without ways to <br />pay for these increases. <br />Scalze again expressed concern about the changed <br />formula pointing out that it was not fair to compare a <br />private city that limits public access to other cities. <br />The Administrator replied that this is why the <br />districting concept is being pursued. However, under <br />that assumption, the City will pay more. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-6-284 - APPOINTING JOEL HANSON, MIKE <br />FAHEY AND JIM LAVALLE AS A SUBCOMMITTEE TO STUDY THE <br />ISSUE OF POLICE PROTECTION SERVICES, EVALUATE THE <br />CITY'S NEEDS, AND LOOK AT VARIOUS OPTIONS FOR MEETING <br />THOSE NEEDS <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Blesener, Scalze, Collova, Fahey, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />CABLE TV - Blesener reviewed the correspondence dated <br />PUBLIC March 30, 1990 from the Legal Council for the North <br />ACCESS Suburban Cable Commission summarizing the resolution <br />TRANSFER transferring community television programming <br />responsibilities. Blesener reported that the Cable TV <br />company has signed these transfer documents and each of <br />the 10 contracting cities must sign before the transfer <br />is approved. <br />Blesener reviewed in detail the past history which has <br />resulted in the transfer proposal and the details of <br />the transfer which include transfer of equipment as <br />well as funding provided by the cable company to the <br />Page 20 <br />
