MINUTES CITY COUNCIL JUNE 12, 1990 access committee, which assume the responsibility for community television programming. This access committee will operate under the direction of the Cable TV Commission. Scalze asked what will prevent the Cable TV Company from raising its rates in order to recoup the costs associated with the public access transfer. Blesener reported that there are no controls on Cable TV rates at this time, however, there is legislation proposed that will put some of the rate regulation back in the hands of the Cable TV Commission. Blesener pointed out by adopting the proposed resolutions transferring access, the City will not lose any controls since the 10 cities control the Cable Commission and it will be the Cable Commission that appoints the Access Commission. Scalze asked if the level of service will change. Bill Bruce felt that the level of service will improve since the Access Commission will have more interest and play a more active part in public access. Scalze pointed out that the Cable Commission has studied this issue for a long time and stated that she was comfortable with the recommendation. Mr. Blesener introduced the following resolution and moved its adoption: RESOLUTION NO. 90-6-285 - APPROVING THE RESOLUTION TRANSFERRING COMMUNITY TELEVISION PROGRAMMING RESPONSIBILITIES FROM GROUP W CABLE OF THE NORTH SUBURBS, INC., D/B/A/ CABLE TV NORTH CENTRAL The foregoing resolution was duly seconded by LaValle. Ayes (5) Blesener, LaValle, Scalze, Collova, Fahey. Nays (o). Resolution declared adopted.
