MINUTES <br />CITY COUNCIL <br />JUNE 27, 1990 <br />Frattalone agreed that dust control has been an issue, <br />and pointed out that he proposes to pave the entrance <br />road to the recycling site. Frattalone felt that this <br />as well as watering would control the dust problem. <br />Frattalone stated that at this time there was no other <br />use that he could put this property to, pointing out <br />that it is basically swamp land which he has filled and <br />which needs to settle. Frattalone pointed out that he <br />has kept the property on the tax rolls. Frattalone <br />felt the only future use of the property would be one <br />that involved a lot of outside storage. Frattalone <br />asked the Council to tell him what restrictions they <br />feel necessary in order to allow the recycling <br />operation to continue, and he would comply with these <br />restrictions if he could afford them. <br />Scalze pointed out that the issue started in 1984 when <br />Frattalone had a PCA demolition fill permit. Scalze <br />asked if 5 or 6 years was enough time to excavate, fill <br />and put the property to use. Scalze stated that she <br />did not feel the recycling operation was a good use for <br />a light industrial area pointing out the small lots in <br />the area, number of businesses as well as nearby <br />mobilehome court. <br />Fahey pointed out that it was the Council's job to set <br />the vision for the City, and Fahey asked if the City <br />wants this kind of business or something better. Fahey <br />stated that he did not want the recycling business on a <br />long-term basis. Fahey believed that Frattalone could <br />make the property into good land. Fahey pointed out <br />that the recycling operation is currently an illegal <br />use, and Fahey felt the City should give Frattalone <br />time to relocate the business. Fahey did not believe <br />that the City's Ordinances should be changed to create <br />a situation where the recycling operation will be in <br />the City forever. Fahey felt the City should work with <br />Frattalone on an interim basis to phase out and <br />relocate the business in a heavy industrial area. <br />Fahey stated that he was surprised at the <br />recommendation of the Planning Commission that the <br />Ordinances be changed to allow the recycling operation <br />to continue. <br />Frattalone pointed out the soil conditions of the site. <br />Fahey stated that he understood what the soil <br />conditions were, but did not feel this was <br />justification to go to the extreme end and allow a <br />recycling operation on the property. <br />Page 10 <br />
