MINUTES <br />CITY COUNCIL <br />JUNE 27, 1990 <br />Permit in the Planned Unit Development District the <br />stookpiling and recycling of agqreqate materials. The <br />Planning Commission recommended approval by a vote of 6 <br />to 1 subject to the establishment of restrictions that <br />an applicant would be required to meet. <br />The City Administrator reviewed his report dated June <br />27, 1990 regarding similar operations which exist in <br />the Cities of North St. Paul and St. Paul. The <br />Administrator pointed out that in the City of North St. <br />Paul, the Schifsky operation exists in conjunction with <br />a hot mix plant and is incidental to that operation. <br />There are no special regulatory controls on the <br />operation due to the overall nature of the business and <br />the fact that the area is zoned for heavy industrial <br />use. Also the surrounding land use is more isolated <br />than that of the Frattalone site on Country Drive. <br />The Administrator reported that the City of St. Paul is <br />looking at revisions to their Ordinance regulating this <br />use. Some of the conditions St. Paul is considering <br />adopting include requiring screeninq with an 8-foot <br />high fence, as well as height restrictions for the <br />stockpiles. <br />Scalze pointed out that the recycling operation in the <br />City of North St. Paul is located on a trunk highway, <br />therefore, truck traffic is not impacting adjacent <br />businesses. Scalze also pointed out that the area is <br />zoned for heavy industrial use, while the Frattalone <br />site is light industrial. Scalze commented that the <br />Frattalone site is located about one mile from the <br />freeway, and truck traffic has to pass by 18 parcels of <br />property before it gets to the recycling operation. <br />The City Planner pointed out that while a lot of <br />communities have a heavy industrial zoning, this zoning <br />may not include much more than Little Canada's Light <br />Industrial. <br />Scalze pointed out that the North St. Paul site also <br />has a block plant operation. <br />Frank Frattalone reported that County Drive is a <br />service lane to the freeway and has been constructed to <br />10-ton standards and was designed to service the <br />industrial park. Frattalone pointed out the amount of <br />road use tax he pays, as well as the 10-ton <br />construction of Country Drive, and stated that he did <br />not feel truck traffic on this road should be an issue. <br />Page 9 <br />
