MINUTES <br />CITY COUNCIL <br />JUNE 27, 1990 <br />Scalze pointed out the City's efforts to improve the <br />Ryan Industrial Park area. <br />Blesener stated that he, too, was surprised at the <br />recommendation of the Planninq Commission especially <br />after their previous discussion about the couple of <br />loads of concrete that were dumped at the Slumberland <br />site. Blesener stated that he would not support the <br />recycling operation on a lonq-term basis, and felt the <br />City should work with Frattalone to get the operation <br />phased out. Blesener suggested that the operation be <br />allowed to continue on a two-year interim basis. <br />Collova stated that he would support the <br />amendment provided that the operation is <br />dust is controlled. Blesener felt the issue was a zoning issue <br />as well as an issue of the effect on the surrounding <br />properties. Blesener felt that allowing the operation <br />on an interim basis appears to be the most controllable <br />alternative for the City. <br />Collova stated that he would support a sunset for the <br />operation as long as Frattalone was given time to find <br />another location for the recycling operation. <br />Blesener sugqested an annual review of the operation, <br />and if it appears that it is not working, Frattalone <br />would then be given one year to relocate. <br />Fahey was concerned that the would become a routine <br />approval, and stated that he would like to see the <br />operation relocated within the next few years. Fahey <br />stated that he would not support the ordinance <br />amendment before the Council this evening as he <br />believes the use is objectionable on a long-term <br />basis. Fahey felt the City should work with Frattalone <br />to get the operation moved. <br />Frattalone asked if the City would allow the operation <br />to continue for five years.
