MINUTES <br />CITY COUNCIL <br />JUNE 27, 1990 <br />Scalze stated that she would not support five years. <br />Scalze pointed out that the operation is illegal. <br />Frattalone questioned that outside storage was an <br />illegal use. <br />Scalze replied that outside storage was permitted when <br />there is a principle use of a property and the outside <br />storage was incidental to that use. <br />Collova felt the business was not much different than <br />the business located to the south. <br />George Voida, Vice President, Teamsters 221, reported <br />that Frattalone was one of the few good union <br />contractors left. Voida reported that it has been his <br />experience that when Frattalone says something his word <br />is good. Voida requested that the City allow the <br />recycling operation to continue under conditions <br />established by the City. Closing down of the business <br />will create a hardship for the City as well as the <br />people that Frattalone employs. <br />LaValle asked how long it would take to compact the <br />property so that it would be buildable. <br />The City Engineer reported that there are three ways to <br />make the property buildable. The first is removal and <br />replacement of the peat. The second would involve <br />developing a building on pylings. The third would be <br />allowing the existing soils to settle out. The <br />Engineer stated that it will be difficult to put a <br />building on swampland regardless of the settling that <br />will occur. <br />Dave Erickson, operating engineer, Local 49, reported <br />that he was an operator of the Minneapolis asphalt <br />recycling plant and was involved in the recycling of <br />bituminous when it was first begun in 1980 or 1981. <br />Erickson reported that no one wants recycling in their <br />community, however, if the recycling operations are <br />located too far from the hot batch plants, recycling is <br />no longer economically feasible. Erickson pointed out <br />the location of the Minneapolis recycling yard, which <br />is adjacent to the downtown area as well as residential <br />development. Erickson also pointed out that Ramsey <br />County requires that recycled materials be used in <br />their construction projects. <br />Erickson stated that he knows Frattalone will police <br />the operation and will control the dust. <br />Page 12 <br />
