MINUTES <br />CITY COUNCIL <br />JUNE 27, 1990 <br />Blesener pointed out that the issue relates to the <br />request of Nick Boosalis for signage at the Rice At C <br />Center. Blesener pointed out that he thought other <br />cities would require the second free-standing sign on a <br />second frontage to be centrally located on that second <br />frontage. <br />Nick Boosalis, developer of the Rice At C Center, <br />pointed out that the Center is presently allowed two <br />free-standing signs. His request was a third <br />free-standinq siqn for the Rapid oil building that is <br />detached from the shopping center. Boosalis pointed <br />out that the Planner's report indicates that the cities <br />surveyed would allow a separate sign for a detached <br />building. <br />Scalze pointed out that Boosalis could use the second <br />free-standing sign allowed at Rice At C for Rapid Oil. <br />The City Planner pointed out that the Sign Ordinance <br />says that shopping center free-standing signs are to be <br />shopping center identification signs. However, the <br />Ordinance does not define how much of the sign can <br />include directory information. <br />Fahey felt that the Sign Ordinance should be amended to <br />be in line with other communities, specifically <br />allowing a free-standing sign for a separate building. <br />Scalze pointed out that other cities are more <br />restrictive since the second free-standing sign would <br />have to be located on the second frontage. <br />Boosalis suggested that rather than requiring the <br />second sign on the second frontage, the City require a <br />certain amount of road frontage and that the signs be a <br />certain number of feet apart. Boosalis fe~t this would <br />eliminate the concern about visual clutter on Rice <br />Street. <br />Blesener commented on the visual that Mr. Boosalis had <br />showing the center and the proposed signage. Blesener <br />felt the visual was misleading. <br />LaValle pointed out that the new shopping center at <br />Larpenteur and Rice Street in Maplewood will have four <br />free-standinq signs, all of which will be located on <br />Rice Street. <br />Blesener pointed out that the City shares its <br />Page 17 <br />
