MINUTES CITY COUNCIL JULY 11, 1990 his firm is close to putting together a deal for the development of the Grieman property on County Road B. The development would be similar to that previously proposed by the EMC Corporation. Esterbrooks reported that before finalization with the new developer, Mr. Grieman would give the EMC Corporation first right of refusal. Esterbrooks hoped that he would have a proposal to present to the Council within the next few weeks. Mayor Fahey also acknowledged Mr. Grieman's willingness to repay the City for costs advanced pursuant to the EMC project. TRADE AREA The City Attorney presented the Council with a proposed ORDINANCE ordinance bringing the City's Trade Area Ordinance into compliance with the State Law that becomes effective on August 1, 1990. This ordinance would expand the City's trade area to its contiguous boundaries as well as the contiguous boundaries of adjacent cities. Council's consensus was that the Ordinance not become effective until August lst. Mr. Blesener introduced the following resolution and moved its adoption: ORDINANCE NO. 333 - AN ORDINANCE AMENDING CHAPTER 815 OF THE MUNICIPAL CODE OF THE CITY OF LITTLE CANADA BY ADDING SECTION 815.020 RELATING TO THE LITTLE CANADA TRADE AREA The foregoing resolution was duly seconded by Fahey. Ayes (5) Blesener, Fahey, Scalze, Collova, LaValle. Nays (0). Resolution declared adopted. CENTRE PLACE The City Engineer reported that Centre Place public IMPROVEMENTS improvement construction is underway. Utility placement should be completed by the middle of next week with substantial completion within two to three weeks. FRATTALONE The City Administrator reported that he just received DEVELOPMENT the Frattalone Development Agreement late this after- AGREEMENT noon. It was the consensus of the Council to table action on this agreement until staff and the Council have an opportunity to review it in greater detail. Page 6
