MINUTES <br />CITY COUNCIL <br />JULY 11, 1990 <br />his firm is close to putting together a deal for the <br />development of the Grieman property on County Road B. <br />The development would be similar to that previously <br />proposed by the EMC Corporation. <br />Esterbrooks reported that before finalization with the <br />new developer, Mr. Grieman would give the EMC <br />Corporation first right of refusal. <br />Esterbrooks hoped that he would have a proposal to <br />present to the Council within the next few weeks. <br />Mayor Fahey also acknowledged Mr. Grieman's willingness <br />to repay the City for costs advanced pursuant to the <br />EMC project. <br />TRADE AREA The City Attorney presented the Council with a proposed <br />ORDINANCE ordinance bringing the City's Trade Area Ordinance into <br />compliance with the State Law that becomes effective on <br />August 1, 1990. This ordinance would expand the City's <br />trade area to its contiguous boundaries as well as the <br />contiguous boundaries of adjacent cities. <br />Council's consensus was that the Ordinance not become <br />effective until August lst. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />ORDINANCE NO. 333 - AN ORDINANCE AMENDING CHAPTER 815 <br />OF THE MUNICIPAL CODE OF THE CITY OF LITTLE CANADA BY <br />ADDING SECTION 815.020 RELATING TO THE LITTLE CANADA <br />TRADE AREA <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (5) Blesener, Fahey, Scalze, Collova, LaValle. <br />Nays (0). <br />Resolution declared adopted. <br />CENTRE PLACE The City Engineer reported that Centre Place public <br />IMPROVEMENTS improvement construction is underway. Utility <br />placement should be completed by the middle of next <br />week with substantial completion within two to three <br />weeks. <br />FRATTALONE The City Administrator reported that he just received <br />DEVELOPMENT the Frattalone Development Agreement late this after- <br />AGREEMENT noon. <br />It was the consensus of the Council to table action on <br />this agreement until staff and the Council have an <br />opportunity to review it in greater detail. <br />Page 6 <br />
