MINUTES <br />CITY COUNCIL <br />JULY 25, 1990 <br />Chapman agreed. <br />Scalze questioned where the funding would come from for <br />a storm sewer project. Scalze also felt that the <br />walkway easement that is proposed should remain, <br />pointing out that it would allow people on the <br />cul-de-sac to access the adjacent park property without <br />trespassing. <br />Chapman questioned the need for the full 10% land <br />dedication. <br />Scalze pointed out that the existing txail in the <br />adjacent park runs very close to the Swanson property. <br />Therefore, the Park Commission recommended the land <br />dedication in order to protect the trail and to retain <br />the natural area. <br />Council discussed this and felt that the Park <br />Commission should make a recommendation on Chapman's <br />request. <br />Chapman requested that the Council act on the <br />preliminary plat as presented rather than delaying the <br />process by returning the matter to the Park Commission. <br />Council felt that the preliminary plat could be <br />approved subject to Chapman's presenting his request to <br />the Park Commission if he so desired. <br />Scalze pointed out that if a cash dedication were <br />allowed, it would have to be based on an appraisal of <br />the property or collected at the time building permits <br />were issued on each lot. <br />There was no one else from the general public wishing <br />to comment on this matter. <br />Upon motion by Blesener, seconded by Fahey, the public <br />hearing was closed. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-7-343 - APPROVING THE PRELIMINARY <br />PLAT OF THE GREEN VALUE ADDITION AS PRESENTED ALLOWING <br />THE APPLICANT TO GO BACK TO THE PARK COMMISSION AND <br />PRESENT THE REQUEST FOR REDUCTION IN THE AMOUNT OF LAND <br />DEDICATION, IF THE APPLICANT SO DESIRES, ON THE BASI5 <br />THAT THE REDUCTION WOULD GIVE GREATER DEPTH TO THE <br />CUL-DE-SAC LOTS~ THAT THE REDUCTION WOULD BE MADE UP IN <br />Page 10 <br />
