MINUTES <br />CITY COUNCIL <br />JULY 25, 1990 <br />Edgerton and is then piped into the pond south of <br />Little Canada Road west of Edgerton and eventually <br />flows into Gervais Lake. <br />The Engineer reported that there are currently problems <br />with run-off flowing from Little Canada Road down <br />Schletty Drive, and a storm sewer on the south side of <br />Little Canada Road would resolve that situation. The <br />Engineer suggested that in studying the drainage for <br />the Green Value Addition, that the entire drainage <br />issue be looked at. <br />Fahey pointed out that whatever improvement is made, <br />those benefiting properties would be assessed for the <br />cost of the improvement. <br />Scalze pointed out that Schletty Drive is not <br />contributing to the problem, and suggested that the <br />Engineer address the north side of Little Canada Road <br />at this time. <br />Bill Chapman, planning consultant representing the <br />property owner, described the proposed Green Value <br />Addition which consists of 4.7 acres and 11 <br />single-family lots. Chapman pointed out that the plat <br />meets all City Code requirements and no variances are <br />being requested. <br />Chapman described a walkway easement that is proposed <br />on the plat connecting the cul-de-sac to adjacent City <br />park property. Chapman pointed out a topography <br />problem in'the area of the proposed walkway, suggesting <br />that the walkway be eliminated due to the topography. <br />Chapman then described the Park Commission's <br />recommendation for 10% of the land as park dedication <br />fee. Chapman described the area that would be <br />dedicated and suggested that due to the topography and <br />benefit that the cul-de-sac lots would have if they <br />were larger, that this dedication be reduced to 5% with <br />the balance of the 10% being made up in cash. <br />Chapman felt that the drainage issues discussed tonight <br />were part of a larger issue that needs to be addressed. <br />Chapman stated that the Swanson property cannot resolve <br />these concerns pointing out that the Swanson property <br />can drain down to Little Canada Road along its northern <br />side and into the inlet at Little Canada Road and <br />Edgerton. <br />Chapman requested preliminary plat approval and <br />Page 8 <br />
