MINUTES <br />CITY COUNCIL <br />JULY 25, 1990 <br />The City Planner replied that the City could require <br />fencing be installed within 30 days, as well as require <br />that Poolside post security for fencing, parking <br />improvements and general clean-up of the site. <br />Fahey asked if the neighbors had a problem with the <br />proposal if Poolside constructed the fence along the <br />west side of the property with access to the parking <br />lot. <br />Dorn submitted pictures to the Council showing the <br />condition of the site. Dorn stated that he opposed the <br />driveway access to the parking lot and preferred a <br />solid fence along the western property line. <br />Fahey pointed out that the area is zoned commercial and <br />the residential homes are non-conforming. Fahey felt <br />it was reasonable to require Poolside to screen their <br />property, but not to impair their use of the property. <br />Dorn stated that there are other commercial properties <br />in the City that are better maintained than the <br />Poolside site. <br />Scalze suggested that any approval be conditioned upon <br />general clean-up of the site. <br />Dorn again indicated that he does not want an access to <br />the parking lot across from his property. <br />A resident of the area agreed that the condition of the <br />Poolside property was an eyesore. <br />Fahey aqain pointed out that the area is zoned <br />commercial and Poolside should be allowed the same <br />rights as any other property owner in a commercial <br />area. <br />The Planner pointed out that outdoor storage is only <br />allowed in B-3 areas by conditional use permit, so <br />technically Poolside should not be storing outside. <br />Also, the parking lot should be paved and curbed as <br />well as screened. <br />Fahey stated that he had a problem telling a commercial <br />property owner that he cannot store outdoors if the <br />storage is screened. <br />Scalze suggested that the matter be tabled until <br />Poolside submits a site plan includinq the parking lot <br />and proposed fencing. <br />Page 15 <br />
