MINUTES <br />CITY COUNCIL <br />JULY 25, 1990 <br />DeBace reported that the Costa's are willing to pay <br />their share of the assessments, however, feel the City <br />should pay its share as well. <br />Costa felt the entire length of street improvement <br />abutting the park would benefit the City since access <br />to the park would come both north and south on DeSoto. <br />DeBace asked for concept approval of the preliminary <br />plat with staff authorization to work on the assessment <br />issues. <br />Fahey felt the developer had a good argument for City <br />participation for the street improvement, but not for <br />water and sewer. <br />Scalze pointed out that water for the recreation <br />building is coming from DeSoto. Sanitary sewer comes <br />from Centerville Road. <br />Blesener stated that he had a problem with the concept <br />of running Noel Drive through. <br />It was suggested that Noel Drive could be improved from <br />Al1en Avenue with a temporary.cul-de-sac before it <br />reaches LaBore Road. <br />Blesener also suggested a horseshoe street similar to <br />what was done in the Goff development. <br />DeBaae felt this would cause some of the lots to be <br />narrow. DeBace preferred the temporary cul-de-sac <br />option. <br />DeBace pointed out that where Noel Drive is proposed to <br />connect with LaBore Road is offset about 10 to 15 feet <br />from where Noel Drive connects on the south side of <br />LaBore Road. <br />Scalze aqain stated that she was not willing to vote on <br />the concept until she knows what the neighbors in the <br />area want. <br />Fahey recommended that City staff study the matter and <br />prepare a recommendation for the extent to which the <br />City should participate in assessments. <br />Council was informed that the preliminary plat is <br />scheduled for Planning Commission review on August 9th, <br />and a public hearing by the City Council on Auqust <br />22nd. <br />Page 19 <br />
