MINUTES <br />CITY COUNCIL <br />JULY 25, 1990 <br />GAMBLING Council reviewed the application for Exemption from <br />LICENSE - Gambling License submitted by the Bald Eagle Area <br />BALD EAGLE Association so that they can conduct a gold plate <br />ASSOCIATION dinner at the Venetian Inn on Sunday, September 23, <br />1990. <br />Council noted that any approval would not include the <br />sale of pull tabs. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-7-349 - APPROVING THE APPLICATION FOR <br />EXEMPTION FROM GAMBLING LICENSE SUBMITTED BY THE BALD <br />EAGLE AREA ASSOCIATION FOR A GOLD PLATE DINNER AT THE <br />VENETIAN INN ON SUNDAY, SEPTEMBER 23~ 1990 CONTINGENT <br />THAT THERE IS NO SALE OF PULL TABS BY THE ASSOCIATION, <br />SUBJECT TO RECEIPT OF SATISFACTORY SHERIFF'S REPORTS, <br />AND WAIVING THE CITY'S 60-DAY REVIEW PERIOD <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Scalze, Collova, FAhey. <br />Nays (0). <br />Resolution declared adopted. <br />EAGAN Council reviewed the City Administrator's letter dated <br />ASSESSMENT July 20, 1990 regarding the Eagan assessment for <br />Minnesota Street. <br />Claudia Eagan, property owner, expressed concern that <br />the Administrator's recommendation is to rebate the <br />assessment. Eagan pointed out that she has a piece of <br />property that is landlocked. <br />Blesener pointed out that the property is very steep <br />and there is only about 20 feet of flat land, <br />therefore, it is not possible to pr.ovide road access to <br />the property from Minnesota Street. <br />Eagan asked why City maps show road access to the <br />property. <br />Blesener reported that this was a mistake. <br />Eagan disagreed with that comment feeling that it was a <br />way for the City to run sewer through the area. <br />Blesener stated that even if the property had road <br />access, the value would be questionable given the <br />topography of the land. <br />Page 21 <br />
