MINUTES CITY COUNCIL JULY 25, 1990 GAMBLING Council reviewed the application for Exemption from LICENSE - Gambling License submitted by the Bald Eagle Area BALD EAGLE Association so that they can conduct a gold plate ASSOCIATION dinner at the Venetian Inn on Sunday, September 23, 1990. Council noted that any approval would not include the sale of pull tabs. Mr. Blesener introduced the following resolution and moved its adoption: RESOLUTION NO. 90-7-349 - APPROVING THE APPLICATION FOR EXEMPTION FROM GAMBLING LICENSE SUBMITTED BY THE BALD EAGLE AREA ASSOCIATION FOR A GOLD PLATE DINNER AT THE VENETIAN INN ON SUNDAY, SEPTEMBER 23~ 1990 CONTINGENT THAT THERE IS NO SALE OF PULL TABS BY THE ASSOCIATION, SUBJECT TO RECEIPT OF SATISFACTORY SHERIFF'S REPORTS, AND WAIVING THE CITY'S 60-DAY REVIEW PERIOD The foregoing resolution was duly seconded by LaValle. Ayes (5) Blesener, LaValle, Scalze, Collova, FAhey. Nays (0). Resolution declared adopted. EAGAN Council reviewed the City Administrator's letter dated ASSESSMENT July 20, 1990 regarding the Eagan assessment for Minnesota Street. Claudia Eagan, property owner, expressed concern that the Administrator's recommendation is to rebate the assessment. Eagan pointed out that she has a piece of property that is landlocked. Blesener pointed out that the property is very steep and there is only about 20 feet of flat land, therefore, it is not possible to pr.ovide road access to the property from Minnesota Street. Eagan asked why City maps show road access to the property. Blesener reported that this was a mistake. Eagan disagreed with that comment feeling that it was a way for the City to run sewer through the area. Blesener stated that even if the property had road access, the value would be questionable given the topography of the land. Page 21
