MINUTES <br />CITY WUNCIL <br />JULY 25, 1990 <br />suggested that at the time of final plat the City would <br />know more about the drainage issue. <br />Fahey asked if storm sewer easements should be shown on <br />the plat. <br />The City Attorney replied that these easements should <br />be shown on the final plat. <br />Chapman pointed out that the drainage area that should <br />be considered begins at the St. John's Church property <br />and includes about 20 properties fronting on Little <br />Canada Road. Chapman felt that the preliminary plat <br />can be approved at this time assuming that drainage <br />issues will be resolved before construction begins. <br />Chapman stated that water from the Swanson property <br />will not cross Little Canada Road to Schletty Drive. <br />Fahey asked if Chapman was proposing storm sewer on the <br />north side of Little Canada Road to Edgerton. <br />Chapman replied that he was not, but was asking for <br />preliminary plat approval as well as consideration as <br />to how the City will address drainage. Chapman stated <br />that they are proposing run-off from the Swanson <br />property will be directed to Edgerton and Little Canada <br />Road. This City must decide how to resolve the <br />drainage issues, and the Swanson property will share in <br />the cost of the solution. <br />Fahey pointed out that the Code requires a developer to <br />contain and remove run-off and the City could require <br />the 5wanson property to run storm sewer to Edgerton. <br />Chapman pointed out that the storm sewer must be sized <br />to accommodate surrounding properties as well and not <br />just the run-off from the Swanson property. <br />Blesener felt the City should act on the preliminary <br />plat and authorize the City Engineer to work on the <br />drainaqe issue. If the Green Value Addition does not <br />want to accept the recommendation of the City Engineer, <br />the City can withhold approval of the final plat. <br />Fahey agreed that if the storm sewer needs to be <br />oversized to accommodate other properties in the area, <br />the Swanson property should not be responsible for the <br />cost of the oversizing. <br />Page 9 <br />
