MINUTES <br />CITY COUNCIL <br />AUGUST 8, 1990 <br />Mr. Roger Stanke reported that there are two water <br />services at the southwest corner of his property. One <br />is currently being used, and the other is available. <br />Stanke stated that this is where he would like to <br />connect to City water. <br />Stanke reported that he was informed that should he <br />connect to the City's watermain, he would be <br />responsible for maintenance of the pipe within the <br />City's right-of-way. Stanke stated that he only wanted <br />the responsibility of the watermain on his own <br />property. Stanke pointed out the soil conditions in <br />the area and the effect of heavy traffic hauling over <br />Ryan Drive on the watermain. Stanke reported that his <br />building addition is 90o completed, and he had to move <br />into the new addition. The Building Inspector is now <br />upset because he is utilizing the building without an <br />occupancy permit and there is no sprinkler system in <br />the building. <br />Fahey asked if Stanke was willing to pay the cost of <br />the alternative outlined by the Engineer for floating <br />the watermain on the peat. <br />Stanke stated that he was willing to pay for <br />installation, but not the pipe itself. Stanke <br />suggested that the City pick up the cost of the pipe. <br />Fahey replied that the City could not accept the cost <br />of the pipe. <br />Stanke questioned the use of ball-joint pipe reporting <br />that none of the surrounding cities have used it. <br />Stanke also reported that he has heard there is a 180 <br />day delivery time for the pipe. <br />The City Engineer replied that in other municipalities <br />the city has required that the property owner remove <br />the peat or put the watermain in pilings. The Engineer <br />agreed that there is some risk in using ball-joint <br />pipe, however he is trying to suggest an alternative <br />that is economically feasible. <br />Stanke pointed out the heavy loads being hauled over <br />Ryan Drive. <br />Scalze questioned why the taxpayers of Little Canada <br />should be expected to pay for the pipe needed by Stanke <br />to bring in water to service his sprinkler system. <br />Page 12 <br />
