MINUTES <br />CITY COUNCIL <br />AUGUST 8, 1990 <br />Department. <br />Blesener introduced the following resolution and moved <br />its adoption: <br />RESOLUTION NO. 90-8-371 - APPROVING AND ADOPTING THE <br />POLICY CHANGES FOR WORTHLESS DOCUMENTS AND GAS <br />DRIVE-OFFS AS PROPOSED BY THE RAMSEY COUNTY SHERIFF'S <br />DEPARTMENT <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Scalze, Collova, Fahey. <br />Nays (0). <br />Resolution declared adopted. <br />Scalze suggested that if there is a business with a lot <br />of gas drive-offs, this business should be requested to <br />address the problem. <br />Bergeron reported that the Sheriff's Department has <br />developed an analysis system whereby problem areas can <br />be identified and brought to the City's attention. <br />The Council asked the Sheriff's Department to present <br />the City with this information. <br />The next topic discussed was the request of the <br />Sheriff's Department for a Crime Prevention Officer. <br />The City Administrator reported that the Sheriff's <br />Department has given the contracting cities its 1991 <br />budget, and it is up to the cities to decide how the <br />budget is allocated between the cities. The cities are <br />currently discussing the districting concept, which the <br />Administrator stated he did not know if it would be an <br />advantage to Little Canada. The rationale behind the <br />concept is that cities would be paying for exactly the <br />services they are buying. The Administrator estimated <br />that Little Canada's police protection costs for 1991 <br />will be between $425,000 and $455,000 no matter how <br />costs are allocated. The City also has the option of <br />asking for a specific proposal from the Sheriff's <br />Department. <br />Bergeron stated that the Crime Prevention Officer being <br />proposed would serve all the contracting cities. The <br />cities are recommending a half person for 1991, which <br />would result in about a$6,000 increase for Little <br />Canada. Bergeron outlined the objectives in <br />Page 17 <br />
