MINUTES <br />CITY COUNCIL <br />AUGUST 8, 1990 <br />Bergeron outlined the need for an additional lieutenant <br />within the Department and the duties that would be <br />performed by that lieutenant. <br />Fahey suggested that this issue be left to the City <br />Administrator and the contracting cities. Fahey stated <br />that he did not oppose the proposal from a practical <br />standpoint, but had concerns from a cost standpoint. <br />Fahey stated that he would rather see the Crime <br />Prevention Officer added than the additional <br />lieutenant. <br />Blesener pointed out that the policy changes adopted <br />this evening will probably not provide immediate <br />cost-savings to the City, but will in the future. <br />Again, the Council requested that the Sheriff's <br />Department work with the City Administrator to identify <br />problem areas in the City. Once identified, the <br />Council will consider what action can be taken to <br />resolve the problem. <br />PALMEN Mr. Ron Palmen appeared before the Council requesting <br />EXCAVATION an excavation permit for the Swanson property. It was <br />PERMIT - pointed out that Palmen has obtained the necessary <br />SWANSON permits from the DNR and Army Corps of Engineers, but <br />PROPERTY needs to obtain a permit from the Watershed. Palmen <br />pointed out that the Council has approved the <br />preliminary plat for the Swanson property, and he would <br />like to begin excavation work on the site. <br />The City Engineer pointed out that the issue of the <br />storm sewer has not yet been resolved. The Engineer <br />reported that removal of the established turf on the <br />site will increase run-off. The Engineer felt that the <br />storm sewer issue needs to be resolved before <br />excavation begins. The Engineer felt that at a minimum <br />the City needs an approved storm sewer plan and <br />agreement for how the improvement will be paid. <br />Palmen reported that he would install silt fence on the <br />property. <br />The Engineer reported that he would like approval of <br />the drainage plan for the area including final plat <br />approval for the property before any grading work <br />begins. <br />Page 19 <br />
