MINUTES <br />CITY COUNCIL <br />AUGUST 8~ 1990 <br />Fahey pointed out that the Swanson property will <br />develop as approved under the preliminary plat. The <br />final plat will not be approved until the storm sewer <br />situation on Little Canada Road is addressed. <br />Collova suggested that the developer could post a bond <br />to cover reseeding of the area should excavation begin <br />and completion of the plat be postponed. <br />Fahey felt that once the excavation begins, the <br />developer will have a financial commitment in the <br />property large enough that the plat will be completed. <br />The City Engineer stated that he would like some <br />assurances from a storm sewer standpoint, and again <br />pointed out that once existing turf is removed, run-off <br />from the site will increase. The Engineer reported <br />that the majority of the run-off from the site will go <br />to Little Canada Road. <br />Palmen reported that he would plan to begin excavation <br />of the back portion of the property, not the front. <br />Palmen reported that he would be taking fill from the <br />Swanson property and depositing it in the Mid Oaks <br />plat. Palmen would provide access to the rear of the <br />property with a gravel road. Silt fencinq would be <br />installed. <br />The City Engineer again stated that he was concerned <br />about the removal of the established turf, and stated <br />that his objection would be less if that turf is not <br />removed. <br />Fahey suggested that the City Engineer could work with <br />Palmen to establish a reasonable area at the front of <br />the property that cannot be disturbed. <br />Palmen agreed and also suggested that hay could be <br />spread over the site to keep run-off at a minimum. <br />Collova pointed out that the City has allowed other <br />developers to beqin grading when they have only had <br />preliminary plat approval. <br />Scalze pointed out that in this instance there are <br />neighbors in the area who have expressed concern about <br />the run-off. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />Page 20 <br />
