MINUTES <br />CITY COUNCIL <br />AUGUST 8, 1990 <br />The foregoing resolution was duly seconded by Collova. <br />Ayes (5) Blesener, Collova, Fahey, Scalze LaValle. <br />Nays (o). <br />Resolution declared adopted. <br />THUNDER BAY The City Engineer reviewed his report dated August 2, <br />DRAINAGE 1991 regarding the Thunder Bay drainage issue. The <br />MATTER Engineer proposed a cost of $4,000 for preliminary <br />investigation~of the drainage problem, development of <br />possible solutions, putting together cost estimates, as <br />well as holding neighborhood meetings to present the <br />matter to the property owners involved. <br />Fahey expressed concern about the willingness of the <br />property owners to participate in the project. <br />The City Administrator sugqested that if the property <br />owners are not willing to undertake the projects, the <br />City could force the issue with a public improvement. <br />However, if the City choses not to force the issue, the <br />City would not be able to recover the initial costs <br />being proposed by the City Engineer. <br />Scalze suggested that if the property owners want the <br />improvement, they should petition for it. <br />The City Administrator suggested that the City could <br />survey the property owners to determine their interest. <br />Staff could conduct neighborhood meetings to present <br />the estimated costs and determine their willingness to <br />participate. <br />It was the consensus of the Council that staff should <br />survey the homeowners in the effected areas to <br />determine if they are willinq to undertake a <br />coordinated development. If not, the Council felt that <br />the matter should not be pursued unless the City is <br />petitioned for the improvement, or portions of the <br />improvement on a block-by-block basis. <br />The City Engineer reported that there are a number of <br />drainage problems in the City and once the construction <br />season is over, his office will be reviewing these and <br />looking for ways to accumulate funds for drainage <br />issues. <br />PARK CHARGE The Council reviewed staff reports outlining the park <br />charges of the surrounding cities. It was the <br />consensus of the Council that based on this information <br />Page 22 <br />
