MINUTES <br />CITY COUNCIL <br />AUGUST 8, 1990 <br />The City Administrator pointed out that if any of the <br />lower lots connect to watermain in the future, it may <br />be difficult to recover the improvement costs since <br />there is a private party involved in the assessment <br />situation. <br />The City Attorney felt the matter could be worked out. <br />STEWART The City Engineer reviewed his report dated July 31st <br />VARIANCE & regarding the extension of improved street to serve the <br />PROPERTY Stewart property on Rose Place. <br />DIVISION <br />Blesener asked if the Buche property would share in the <br />cost of the improvement. <br />The City Engineer pointed out that if the matter goes <br />to a public improvement, it would be his feeling that <br />the only property owner in favor would be Stewart. The <br />Engineer pointed out that there may be property on the <br />north side of the street that could be assessed, but he <br />was not sure how much wetland area covers that <br />property. <br />Fahey suqgested that Mr. Stewart discuss <br />improvement costs with Mr. Buche and the <br />to the north to determine whether or not <br />favor. Fahey stated that if the road we <br />three properties, he would prefer to see <br />width. <br />the <br />property owner <br />they are in <br />re to serve <br />it 26 feet in <br />Collova asked why the watermain portion of the <br />improvement was necessary. <br />The City Engineer replied that the Building Inspector <br />will look at the fire protection situation and the <br />Engineer thought that the location of the nearest fire <br />hydrant was outside the radius for sufficient fire <br />protection. <br />Mr. Stewart disagreed and reported that there is a <br />watermain in front of the adjacent house. Stewart also <br />indicated that the only buildable area on the property <br />to the north would be adjacent to Savage Lane. <br />Soalze stated that she is not in favor of the variance <br />requested by Stewart for a lot that is not located on <br />an improved street. Scalze felt that granting such a <br />variance would set a precedent, and pointed out that <br />there are a lot of properties in the City similar to <br />Stewart's. <br />Page 8 <br />
