MINUTES <br />CITY COUNCIL <br />AUGUST 22, 1990 <br />10,000 square feet for a lot, and 11,000 square feet <br />for a corner lot. <br />Peterson pointed out that under these requirements, the <br />Degnan property could not be subdivided. <br />Hartman asked if the project is approved, if City water <br />would be put in on Allen. <br />Blesener replied that it would be likely that Allen <br />would be improved with watermain at the same time. <br />Hartman reported that his property was already assessed <br />for water. <br />Blesener stated that if that is the case, the property <br />would not be assessed again. <br />Fahey stated that the City would likely initiate a <br />public hearing for improvement of Al1en Avenue at the <br />same time, since the larger the project, the better the <br />price. <br />Moravetz asked what improvements would be made to <br />Allen. <br />Fahey replied that it would be likely that the City <br />would improve Allen to City standards, which would <br />include watermain and curb and gutter. <br />Moravetz again asked if his property would be assessed <br />for Noel Drive. <br />Fahey stated that City staff will research the City's <br />records and report on this issue. <br />Scalze pointed out that the question is whether or not <br />the City will force the improvement of Noel Drive to <br />Allen Avenue and LaBore Road. Scalze did not believe <br />that the improvement would fit within the test of being <br />for the public good to justify any condemnation. <br />Scalze felt the alternative to putting Noel Drive <br />through to LaBore Road would be for a side street over <br />to DeSoto. <br />Costa reported that the side streets as recommended by <br />the City Planner would cost an estimated $250,000 and <br />would result in 6 less lots. Costa reported that he <br />would have to add $5,000 to the cost of each lot to pay <br />for the side streets, and this would cause the project <br />to be economically unfeasible.
