MINUTES <br />CITY COUNCIL <br />AUGUST 22, 1990 <br />streets will not work. <br />Peterson reported that side streets will work perfectly <br />for the southern property owners. <br />Ron Tunehorst, 2885 Vanderbie, reported that while side <br />streets will cost Mr. Costa an additional $5,000 per <br />lot, the extension of Noel Drive through to LaBore Road <br />will cost the property owners on the south about <br />$12,000 to $14,000 in assessments. If watermain and <br />curb and gutter are then improved on Vanderbie, these <br />property owners will again be assessed on the front of <br />the properties for another $12,000 to $14,000. <br />DeBace supported Mr. Costa's comments regarding the <br />additional cost of cross streets, and the fact that <br />this additional cost will make the project unfeasible. <br />Fahey stated that he was not in favor of forcing Noel <br />Drive through on the south. Fahey pointed out that if <br />the City had to go to condemnation to get the street <br />through on the south, the developer would have to pick <br />up this cost. <br />DeBace replied that this has been factored into the <br />project. <br />Fahey stated that to his knowledge, the City has never <br />forced a road through this dramatically. Fahey stated <br />that he thought Noel Drive should run through to Allen <br />Avenue, since at one time the City had the easement for <br />this extension. Fahey suggested that access on the <br />south of the Costa property could be achieved by a <br />cross street through to DeSoto. Fahey stated that he <br />did not support the City Planner's recommendation for <br />cross streets, pointing out that in the Valento Lane <br />area the City did not make this requirement. Fahey <br />pointed out that in the area north of Edgerton Road <br />there are no cross streets between Allen and LaBore <br />Road. Fahey suggested that there be a temporary <br />cul-de-sac at the end of Noel Drive that could be <br />extended in the future to LaBore Road, should the <br />property owners on the south ever change their minds. <br />Fahey stated that while he supported a walkway easement <br />from Noel Drive to DeSoto, he did not support an <br />easement from Vanderbie to Noel Drive. Fahey pointed <br />out that these easements are maintenance headaches for <br />the City, and the City has not made this requirement in <br />other areas. <br />Page 11 <br />
