MINUTES <br />CITY COUNCIL <br />AUGUST 22, 1990 <br />DeBace reported that the City Engineer has determined <br />that the existing storm sewer is adequate to serve the <br />area, however, additional catch basins are needed. <br />Fahey pointed out that the engineering details would <br />have to be worked out, but do not appear to be <br />insurmountable. <br />Hartman stated that he did not object to the additional <br />homes in the area, however, did not want his road <br />changed, and did not like to see the additional traffic <br />that the development will generate. <br />Mr. Peterson submitted to the Council a petition from <br />the property owners on the south objecting to the <br />extension of Noel Drive through to LaBore Road. <br />Milan Moravetz, 476 Allen Avenue, stated that while he <br />did not object to the extension of Noel Drive through <br />to Allen, he wanted to know if he would be assessed. <br />Fahey stated that the Moravetz property would not be <br />benefited by the road, and City policy has been when <br />there is already road frontage, there would be no <br />additional assessment. <br />The City Administrator stated that there has been some <br />discussion by the Council in the past about assessing <br />20% of the distance on a corner lot. <br />Collova thought that policy applied to road <br />reconstruction. <br />Fahey suggested that the City Administrator research <br />the City records on this matter. <br />Moravetz stated that while he would not object to any <br />assessment for improvements made on Al1en, he did <br />object to an assessment for Noel Drive. Moravetz also <br />pointed out that he has a water stub out to Allen <br />Avenue, and would be opposed to having to connect to <br />watermain from Noel Drive. Moravetz also stated that <br />should Noel Drive be improved from Al1en to LaBore <br />Road, he felt there should be some cross streets and a <br />walkway easement for access to the park. <br />Peterson asked if there was a certain number of feet <br />that a house must be from a property line. <br />Blesener reported that the required setback for a rear <br />yard is 30 feet.
