MINUTES' <br />CITY COUNCIL <br />SEPTEMBER 12, 1990 <br />Scalze asked if any landscapinq changes had occurred <br />since the initial drainage project was done in 1981 <br />that would have effected drainage in the area. <br />Lovell reported that last fall Sleepy Aollow redug the <br />ditch area and took out trees to make a better channel <br />to the pond. <br />Scalze pointed out that in 1984 the City had a 7-inch <br />rain and there were no problems at the Sleepy Hollow <br />site. <br />Blesener suggested that there may have been something <br />done with the Canterbury pond. <br />Fahey agreed that the area should be looked at to <br />determine if any changes have been made. Fahey pointed <br />out the fact that the Sleepy Hollow buildings were <br />built too low. Fahey suggested that if the City <br />Engineer is going to study the area, perhaps the City <br />should require a developer's deposit fee to cover <br />costs. <br />The City Administrator agreed that research has to be <br />done into the background of the matter, pointing out <br />that the City has a new engineer since the initial <br />drainage project was undertaken. The Administrator <br />agreed that it would not be inappropriate to require a <br />deposit pending the outcome of the situation. <br />Norris reported that currently the pond and pump are <br />the City's responsibility and the bank around the pond <br />has eroded and needs to be built up. Norris pointed <br />out that when heavy rains occurred in 1984, the bank of <br />the pond may have been higher than it is today. Also, <br />the configuration of the run-way to the pond may have <br />been different. Norris stated that the owners of <br />Sleepy Hollow want the City to take over the pond as <br />well as the run-way area. <br />The City Administrator stated that there is no doubt <br />that there is other water contributing to the problem <br />at the Sleepy Hollow site and it may be that the ditch <br />from County Road B-2 into the pond needs some <br />additional work. However, the City needs to get input <br />from the former City Engineer on what occurred with <br />regard to this situation. <br />Scalze pointed out that when the drainage project at , <br />Sleepy Hollow was constructed, the former City Engineer <br />calculated the percentages that the properties involved <br />Page 12 <br />
