MINUTES <br />CITY COUNCIL <br />SEPTEMBER 26, 1990 <br />out that a long cul-de-sac does not comply with City <br />Code requirements. <br />Michaud pointed out that she is opposed to the <br />development proposal, however, stated that it appears <br />that the neighbors' opposition would make no <br />difference. Michaud also pointed out that headlights <br />from traffic on Costa Lane would be directed towards <br />her home. Michaud did not feel it made sense for the <br />road to go through in the location proposed. <br />Scalze pointed out that in the past the City has looked <br />at traffic patterns and tried to position roads so that <br />headlights will not be directed at windows. However, <br />pointed out that the proposed Costa Lane has always <br />been shown on the City's thoroughfare plan. <br />Judy Michaud asked why the property could not be <br />developed with a circular street from DeSoto similar to <br />the way Aspen Circle was developed. <br />Mr. Costa indicated that Costa Lane will probably not <br />be developed for the next five years. <br />Scalze stated that if the additional right-of-way <br />needed can be acquired, Costa Lane will probably go as <br />proposed. <br />Mrs. Plessel indicated that she supports the <br />improvement of Costa Lane as proposed. <br />Eloise Becker stated that she believed there should be <br />some additional cross streets so that people in the <br />area can access the City's park. Without cross <br />streets, Becker believed that all the traffic to the <br />park would come down Allen Avenue. <br />Blesener believed that most people will access the park <br />via either Centerville Road or LaBore Road. Blesener <br />pointed out that the more active portion of park <br />development is towards Centerville Road. Also the <br />parking lot on the east side of the park is in the <br />southeast corner, therefore, it would make more sense <br />to access the park from the east via LaBore Road. <br />Ron Tunehorst, 2885 Vanderbie, asked where the road <br />surface of Costa Lane would be located. <br />The City Planner replied that it would probably be <br />centered within the road right-of-way. <br />Milan Moravetz, 476 Al1en Avenue, stated that he was <br />Page 14 <br />
