MINUTES <br />CITY COUNCIL <br />SEPTEMBER 26, 1990 <br />not in favor of watermain improvement on Allen Avenue. <br />Moravetz also stated that such improvement would <br />probably cause the reconstruction of Allen Avenue, <br />resulting in a big assessment for the property owners. <br />Moravetz stated that he felt Mr. Costa's project should <br />not impact the property owners in the area. Moravetz <br />stated that his house would be at the intersection of <br />Allen Avenue and Costa Lane, and he would be impacted <br />with headlights in his windows. <br />Moravetz disagreed with previous comments that the <br />property owners to the north who control the remaining <br />right-of-way to be acquired for Costa Lane support the <br />project. Moravetz pointed out that one house is for <br />sale, one property is being foreclosed on and the other <br />property owner will sell his back lot rather than bear <br />an assessment for the road improvement. Moravetz <br />stated that the time is a very opportune one for Mr. <br />Costa, who is taking advantage of the situation. Under <br />different circumstances, the additional right-of-way <br />would not be available. <br />Oliver Becker, 551 Allen, pointed out that the petition <br />submitted shows that the majority of property owners in <br />the area are opposed to the project. <br />The City Administrator presented an overhead which <br />showed a plat of the area with the properties <br />highlighted of those property owners opposing the <br />project. <br />Mr. Becker stated that he owns 185 feet on Al1en <br />Avenue, and he is opposed to watermain improvement on <br />Allen, which he believed will be a by-product of the <br />Costa Estates project. <br />Blesener pointed out that there is no watermain on <br />Edgerton, therefore, he could see no reason to run <br />watermain on Allen Avenue between Vanderbie and <br />Edgertan. <br />Tom Moser, 2960 Vanderbie, pointed out that one lot was <br />sold on Vanderbie and a home allowed to be constructed <br />without watermain. Why then would the City force <br />watermain on Vanderbie because additional lots are <br />proposed. <br />Scalze again pointed out the City'S policy of not <br />allowing large developments without City water. <br />Moser stated that he did not sign the petition, but was <br />opposed to the project and watermain going in.
