Blesener also pointed <br />out that the City will hold additional public hearings <br />on any public improvements. <br />Peyer stated that he believed that there would be <br />construction traffic on Vanderbie, which would hasten <br />the deterioration of that street. <br />Blesener pointed out that a watermain improvement in <br />the area will probably result in total reconstruction <br />of the street. <br />Costa pointed out that no public improvements are being <br />requested tonight, only preliminary plat approval. <br />Scalze pointed out that the City wants the residents of <br />the area to know where it is coming from on the issue <br />of the public improvements. <br />Tunehorst suggested that if it is determined that <br />DeSoto go through, and watermain is necessary on <br />Vanderbie, that the projects all be done at the same <br />time so that the City can get a better price. <br />Scalze stated that she was sure the developer would <br />consider this because it would be the most economical. <br />Upon motion by Blesener, seconded by Scalze, the public <br />hearing was closed. <br />Blesener stated he understands the concerns of the <br />residents in the area, however, pointed out that the <br />issue before the Council is the preliminary plat of <br />Costa Estates. If watermain improvement is proposed, a <br />public hearing will be held on that issue. Blesener <br />stated that he did not see how the City could legally <br />deny a preliminary plat which meets all the City's Code <br />requirements. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 90-9-432 - APPROVING THE PRELIMINARY <br />PLAT OF THE COSTA ESTATES AS SUBMITTED CONTINGENT UPON <br />A RECOMMENDATION BY THE PARK COMMISSION ON THE ISSUE OF <br />PARK CHARGES, AND SUBJECT TO THE RECOMMENDATIONS OF THE <br />CITY PLANNER AS CONTAINED IN HIS REPORT DATED SEPTEMBER <br />10, 1990 ON THE ISSUES OF FINALIZATION OF ACCESS TO <br />ALLEN STREET, ACQUISITION OF NECESSARY DESOTO <br />RIGAT-OF-WAY, THAT UTILITY, GRADING AND DRAINAGE PLANS <br />BE SUBMITTED TO AND REVIEWED BY THE CITY ENGINEER, AND <br />Page 17 <br />
