MINUTES <br />CITY COUNCIL <br />SEPTEMBER 26, 1990 <br />SLEEPY The City Administrator reported that since the last <br />HOLLOW Council meeting, he has met with Don Carley, the City <br />DRAINAGE Attorney, City Engineer and Public Works Superintendent <br />and it has been determined that the City has no <br />easement over the drainage ditch located on the Sleepy <br />Hollow property. It was also determined that the City <br />has done no work, nor made any improvements on the <br />ditch which has been in place for the past 30 to 40 <br />years. There was no work done on this ditch as part of <br />the drainage improvement project done on the property <br />in the early 1980's. The Administrator also reported <br />that the pond area was looked at, and it has been <br />determined that there has been no erosion of the pond <br />banks and the system appears to be working. The <br />problem appears to be in the road adjacent to the <br />property. This area warrants further evaluation, and <br />the Administrator suggested that the City work with the <br />people involved from a coordination standpoint. <br />Dick Larson, one of the owners of the Sleepy Hollow <br />complex, commented on the pictures that were presented <br />to the Council at its last meeting which showed the <br />overflowing of the pond on the north side of County <br />Road B-2 into the street and then into Sleepy Hollow <br />property. Larson also outlined the improvements that <br />the owners of Sleepy Hollow have made to the ditch. <br />Larson reported that after recent heavy rains in <br />August, the pond on their property was within 4 inches <br />of flooding. Larson again stated that this was because <br />of the overflow of the Grand Pre pond. Larson also <br />suggested that the although the pumps at the Sleepy <br />Hollow pond are workinq, the pond is silting. <br />Larson asked that the City keep this matter a priority <br />item and work with the County to try to get a better <br />drainage system on the street. Larson also pointed out <br />the past cooperative efforts of the City in <br />coordinating the construction of the Sleepy Hollow <br />pond. <br />Scalze replied that the pond was a natural drainage <br />pond. <br />Larson believed there was some excavation of the pond <br />in addition to construction of a dike around the pond. <br />Larson again pointed out that the pond almost flooded <br />its banks recently, and asked for the City's assistance <br />in getting some help. <br />Shirley Lovell, manager of Sleepy Hollow, asked for <br />assistance in keeping the pond from flooding the first <br />level of the apartment buildings.
