MINUTES <br />CITY COUNCIL <br />SEPTEMBER 26, 1990 <br />that the banks of the pond may need to be raised. <br />Lovell also pointed out the efforts of the owners of <br />Sleepy Hollow in trying to get the water to flow <br />properly. <br />Scalze asked if anyone has contacted the owners of the <br />Grand Pre' about the situation. <br />Lovell replied that they have not contacted Grand <br />Pre'. <br />Scalze pointed out that the drainage project that was <br />done in the early 1980's was put in as a private <br />project, the City only helped with the coordination of <br />the project. Scalze asked if the owners were asking <br />the City to coordinate another private project. <br />Larson stated that they are asking that the water flow <br />from the neighbor's property be considered, pointinq <br />out that the flooding of the street has been <br />considerable. They are also asking that the condition <br />of the pond be looked at. <br />The City Engineer pointed out that any improvement will <br />cost money. Since County Road B-2 is a County road, <br />the City does not want to spend money on it. The <br />Engineer pointed out that the total solution to the <br />problem would be very expensive and would involve a <br />storm sewer project. Typically, such projects are not <br />undertaken until there is need for road reconstruction. <br />The Engineer also pointed out that from the pictures it <br />appears that the culverts are only about half full, and <br />the water ponding on the street should be directed into <br />the pipe. <br />The City Engineer stated that this drainage issue <br />should be addressed with the County. The City has a <br />number of drainage issues to raise with the County, and <br />once it is prepared, the City will meet with the County <br />to go over the entire network of issues. This is part <br />of the process that the City will undertake in <br />prioritizing capital improvement projects with the <br />County. <br />Larson pointed out that he agrees, except that there is <br />a gutter on the north side of Country Road B-2 that is <br />not working, and asked for immediate assistance in <br />getting this gutter cleaned out. Larson was afraid <br />that if this was not done the next time there were <br />heavy rains, or in the Spring, Sleepy Hollow would <br />flood. <br />Page 27 <br />
