MINUTES <br />CITY COUNCIL <br />SEPTEMBER 26, 1990 <br />public hearing with formal notification is not <br />required. However, the property owners will receive <br />public hearing notification should the matter go to the <br />preliminary plat process. <br />Becker asked if there would be any property tax impact <br />as a result of the project. <br />Scalze pointed out that the project could increase the <br />City's tax base, which could result in a small deorease <br />in property taxes. <br />Becker asked if additional utilities would be required, <br />the cost of which would be assessed against the <br />surrounding property owners. <br />Blesener replied that property owners can only be <br />assessed for public improvements if those improvements <br />benefit their property. <br />Becker was concerned about drainage on Edgerton Street. <br />Becker also stated that he would like to see utilities <br />put underground along Edgerton. <br />Scalze pointed out that putting utilities underground <br />is very expensive. <br />The City Engineer stated, that with regard to drainage <br />issues, the County has a regular maintenance program in <br />place for its ditch system. Typically, the County <br />looks at making drainage improvements at the time of <br />road reconstruction. The Engineer did not believe that <br />the reconstruction of Edgerton Street was in the <br />immediate future. <br />Bob Barr, 2440 Sunrise Drive, reported that he would <br />like the support of the Council to ensure that the <br />Development Agreement between the City and Mr. Howe <br />addresses the concerns of the Sunrise Drive residents <br />that their property is restored to its present <br />condition. Barr also wanted the Development Agreement <br />to require that any relandscaping work is done in a <br />timely manner. <br />Howe reported that restoration work will be included a~ <br />part of the plans and specs of the project. Howe <br />reported that Mr. Barr's property will be relandscaped, <br />his yard sloped towards the street, and his driveway <br />extended. This is true of the adjacent property as <br />well. An existing berm will be relocated between the <br />two driveways. Howe indicated that the relandscaping <br />Page 5 <br />
