MINUTES <br />CITY COUNCIL <br />SEPTEMBER 26, 1990 <br />work will be done as part of the entire project and <br />completed in a timely manner. <br />Barr was concerned that the roadwork would be done this <br />fall, but the landscaping would not be done until <br />spring. „ <br />Howe reported that it may not be possible to get the <br />roadwork in this fall. A timetable for the project has <br />not been set. Frattalone Excavating will be doing the <br />work. Howe stated that he understood the concerns of <br />the neighbors. <br />Blesener asked the value of the proposed homes. <br />Howe replied that the lots would sell for $50,000 to <br />$60,000. The homes will be in the $225,000+ price <br />range. <br />Lorrie Chaney, 501 Schletty, asked if efforts would be <br />made to retain existing trees. <br />Howe replied that he would save as many trees as <br />possible. <br />The Council pointed out other developments in the City <br />that Mr. Howe has done and his past efforts at <br />retaining existing trees. <br />Scalze pointed out that the City recently adopted a <br />Landscape Ordinance, which Mr. Howe will have to be in <br />compliance with. <br />Paul Kuhnmuench, Sunrise Drive, asked if there were any <br />designated wetland areas on the property Mr. Aowe is <br />proposing to develop. Kuhnmuench also asked who is <br />responsible to enforce any restrictions on wetlands. <br />The City Engineer reported that the Watershed works in <br />cooperation with the DNR and Army Corps of Engineers to <br />determine wetland boundaries. The Engineer reported <br />that wetland areas are a high priority for the <br />Government, and are not usually allowed to be filled. <br />If filling is allowed, the developer is required to <br />exchange the area to be filled for another in the same <br />vicinity. <br />Kuhnmuench asked if the designation of wetland stands <br />regardless of what the water table is for a given year. <br />The City Engineer replied that this is correct,. the <br />level of the water table does not effect the wetland <br />Page 6 <br />
